I will fully obey the State constitution with respect to the civil rights of inmates, and the civil rights of the citizens, while keeping a lid on dangerous crimes, and obvious illegal activity creating a nuisance in any neighbor hood. You know it when you see it. Opn air drug markets/after hours public parties will be curtailed.if the FWPD isnt doing its job, the ACPD will. but seriously- I have studyied ways to reform the system to make Policing more citizen friendly to those who make make mistakes, and ways to wage "war" on the truly dangerous.

Public Safety First.( i hijacked this line from the sheriff) Open the Sheriff's Firing Range to the Public, for a Safe place to shoot In Allen County. Use Classrooms At Harding HS for instruction after school hours.
FWPD and ACPD merged into a new METRO PD - INDY METRO PD, for example. There is command redundancy, and continuous intergovernmental bureaucratic bickering and turf battles. INDY merged in 2005. It is embarassing to see the Sheriff and PD Chief constantly bickering. ONE METRO pd will ensure a coordinated strategy for policing across the county, and limit clogging the courts, and the high price of filling the jail with minor offenders, saving space for the truly dangerous.
2. DRUG ENFORCEMENT:

I have 30 + years studying Vice and Narcotics in Fort Wayne, and the Police, and Local Government , while working in the local Alcohol/adult entertainment businesses.
Recent FBI crime Statistics say violent Crime is down, nationwide. 70% of the DOC system is taken up by non-violent drug offenders, and social drinkers, and other misc. scofflaws. Marijuana is legal/decriminalized in 14 states, and many others across the world, with nominal civil penalties, except for trafficking to minors. many upstanding citizens smoke pot. I will use the soapbox to advocate for mild civil penalties for these stoners. alcohol is far more dangerous, and causes more havoc, yet is legal . The Federal government has issued executive orders for the DEA, FBI, ETC.to leave stoners alone, Because they have bigger fish to fry- what with terrorists, and suchamd trying to save tax money.
3. Budget priorities/Demands.
I have a Hand held "Thors Hammer, and a sledgehammer, and can knock out the windows, and a wide doorway in the 9-11 dispatch center, and be done by happy hour, mission accomplished, will work for beer, even. The Sheriff, and the FWPDhave been telking since 1996, I am a no BS,man of action. do or die.
I am better physically fit than many of our current city Police. The sheriff has made an effort to insure that his officers are able to effect more than just a "Cardiac Arrest". I am sure I can meet the phical fitness requirements. Most of the Sheriff's duties are clerical, Investigative, and desk based. I am acquainted with most of the county council, and local elected officials. I have sat through many hours of budget hearings, either in person, or watching on TV. My education, and personal study have prepared me for budgetary concerns, and using the soapbox of the office to get what the citizens want. Raise money by opening the sheriffs firing range to the public, with a nominal affordable user fee, annual membership, general tax line item, As All residents benefit by an armed citizenry. the Police cant be everywhere all the time, and Everyone is responsible for their own safety, and their home, and families security.

1. Education- affordable education for all Nevadans. use technology to make higher education accessble for all Nevadans-Internet; Distance Learning; Foreign Language studies
2. Health Care- Affordable, universal health care will help small businesses attract talent, and help the poor who have none. It will also lower taxes on the rich(who both have health insurance, and pay for the E-room visits of the uninsured. The risk pool will be spread out among a broader base, lowering per capita costs.
3. Minimum Wage- Give the poor a raise. The market will find a way to boost the spending power, and reduce poverty and welfare costs among the poor.
4. Better Police Protection- Implement high-tech military quality command and control communications systems so dispatch and field leaders can best deploy their assets where needed for maximum efficiency, and public safety; Monitor Child predators more closely; Give street patols more profesional training, so they have better street level discretion on arrests and tickets- this will keep the courts and jails from getting clogged with low- level offenders, freeing up resources for more dangerous violent felony criminals; See next item for Police Personal protection; allow Officers to carry SKS in their police vehicle trunks to pre-empt any "N. Hollywood shootout scenarios"
Give the Cops what they need to safely do the dangerous work we have entrusted to them; but closely hold our Police accountable to that trust..
5. Homeland Security- Insure that returning NV Natl. Guard Troops and Air Guard Assets are returned to C-1 readiness ASAP- Ballistic Helmet Protection; AK-47 threat level Body Armor; Armored Vehicles... Replace Choppers with leased Soviet/Chinese equipment if needed-Cheap, and functional- this may be needed for evacuation. Nevada must be prepared as anyone for Disaster or other contingencies
Military, and police assets must be able to cooperate, and coordinate any responses that may arise. like the boy scouts say "Be prepared"
6. Water Resources- Lake Mead salt flats/dry lake bed....baddd! but it could happen unless Nevadans conserve, and use science and technology to find renewable, reliable, and available sources of this precious substance- My father worked in the Groundwater/ drinking water industry for 20 years. I learned a lot about hyrology- up to my neck...pun intended...there's a lot of fresh water sources out there; its just how creative do you wan to be in obtaining it..
7. Transportation Infrastructure- I understand that Nevada will be facing a $3.8 Billion shortfall in road maintenance funding soon. And the secondary roads are in need of repair, and upgrading. Here in Indiana, Our governor Mitch Daniels created "Major Moves"- a doable/ albeit controversial scheme to lease out the toll road system. There is potential for Nevadans to implement a similar toll road project...
I would also develop the LV-LA freeway, and a Kingman to Carson City Road expansion. Rail service between LV and LA, and a rail service from Reno to KingMan would save gasoline, and invite inter/intrastate toursim from both Californicators to Sin city, and Nevadans wanting to take a Surfing Safari to the Pacific Coast.
8. Aviation Infrastructure- Again- Indianapolis Airport has leased out its air operations to professional Management firms. It saves Hoosiers millions in taxes, and works.
McCarran could benefit from a similar plan. Aviation has always been a major player in Nevada. Both Civilian tourism travel from global locations to America's Gambling Mecca /Pleasure Dome; to Military/Space operations, at Nellis AFB, Area 51, the Nevada Test site/ practice range, and other High-Tech weapons testing areas around the region. Nevada has a perfect climate for flying, and aviation Maintenance.
As I hear, there are plans to build a new airport, further out in the boonies, away from all those tall hotels. That may be good idea. Might I suggest calling it Las Vegas International space port (LVIS)
9. Energy- As Las Vegas/Clark County Expands- so too will its energy needs. developing Renewable Energy resources will save business, and citizens hard earned cash for other needs is needed. from photovoltaic solar arays on suburban tract housing roofs, to windmills - large and small, and even nuclear( The Navy has had reactors on their submarines for decades without incident..) Natural gas from biological sources is a free resource that can reap savings. Every penny we save in enegry is a penny our enemies dont have to buy bullets, or WMD's, and cause trouble for Americans later...I'm fed up. are you? Tell them to pound sand...
10. Environment- The Earth is a zero-sum game. It doesnt care if we live, or kill ourselves off. It will continue, and live will go on. just not human life..It will happen.
The polar Ice Caps are melting, Glaciers are receding. When Minnesotans, and Canadians are wearing hawaiin shirts, and sandals, sipping Molsons in the dead of winter, its probably too late. but that is a short time off. Again, Science, and innovative technology can provide solutions. A penny in time saves nine..

Economy- Nevada is blessed with the most important element not found on the periodic table- the Human Element- While the "Rust Belt" is crying in their beers about "Brain Drain"- the best and brightest fleeing "Bible Belt" repression, and trying to attract the so-called "Creative Class" (whatever that is), and Social Engineering Gurus sermonizing about "The World is Flat"(tom Friedman),and is the wave of the future- states such as California, Nevada, and others are blessed with the influx ot just these type of non-conformist, socially liberal, fiscally conservative, outside-the-box
visionaries, and intellectuals; who like to work hard at whatever they do the best, free to thinkna ddream, and then free to play at whatever pursuits they may care to- liberated from the outdated dogmas of religious opression. They are all deeply spiritual, and enlightened thinkers, its just that they have their own views on the nature of their gods or goddesses, or whatever ..but they dont have as many evangicals with nothing else to do telling them how to live their lives, and punishing them economically for deviating from conformity..
The Gambling Industry, the "Adult Entertainment" industry, the Nightclub industry-
travel, entertainment, tourism attracts 38 million visitors from all over the world, who spend per capita $1000 bucks a head (38 billion in LV 2005- time magazine-july)
Salloons, Dance Halls, Gambling Palaces. Hotels, Night Clubs, Restaurants. truly a staggering variety for every taste and budget of every visitor, from all walks of life..
To restrict or limit the growth of this wholly service sector based economy would kill the goose that laid the golden egg. You want religion- move to salt lake. Leave "PartyTown" alone..Las Vegans are religious- by the way- families want their kids to know that there is the kids world, and the adult world, and a. dont mix the 2; and b. there is lots to do in NV besides sex, drugs, gambling, and prostitution
12. Travel and Tourism (TNT)- Personally as a midwesterner, of modest suburbia upbringing in a stereotypical 2-parent, (post)nuclear family- 2 cars, and all- I plan to elplore Nevada's wild wild West roots, and history- ghost towns, abandoned mines, rail museums. I want to take in the Reno Air Races, Enjoy Snow-covered Lake Tahoe, visit the "ponderosa"; Visit the infields and pits of Nevadas motorpsorts events- Nascar, Indy cars, Drag racing; Motorcycle racing, Speed boat racing, and Airplane racing- a gearheads paradise- and an endless summer to tinker with things that go fast, and make a lot of noise, and lots of rural flat, deserted roads to do it on..safely, or course- helmet optionalll
13.Miscellaneous- If I had all the money in the world, and all the time in the world to spend it- this is what i would do,personally- resurrect, restore, and fly the "TombRaider"- that B-29 sitting at the bottom of Lake Mead-in about as good a shape as you will find a 60 year old aircraft still in existence. I would recruit kids of all ages, high-school "buzz-Lightyear wannabes"; Aviation Engineering College students, or any body else who spent way too much time building model airplanes, and who always deramed of building the real deal- to come out to what I would call "Area 51(too), hanger 19; and help our next generation of future Chuck Yeagers and the 7 mercury astronauts develop the "Right Stuff" to take Americas Space program "To infinity and Beyond!"
Then when I got done with that....I would be the next Leland Stanford, and build the "Virginia, Truckee, and Las Vegas" real live, steam fired Railroad (coal and wood fueled) running Railfan tourist excursions from Reno to Kingman AZ. This would have several historical railroad eras represented- the old west-like the Denver-Rio Grande silverton excursion line- to the Steam powered peak of luxury, and rail travel of the 1940's- a luxury, casino, dining train- of the finest 40's vintage pullman cars available- or newer AMTRAK cars would do in a pinch; to even having 50's vintage diesel locomotive service. Having gambling Casino Railroad excursion rail tourism would likely be financially self sufficient- as foreign visitors would enjoy this authentic part of American History. heck- we could even through in a staged train robbery, completw with Jesse james, and Butch Cassidy/sundance Kid/ Wild bunch Reenactors, chased off by horse back riding Wyatt Earp brothers.. Hey- its my vision- ill make it up as I go along...but if you dont build it, they wont come...
14. Communication/Internet infrastructure- WIFI hotspots overlapping all over the strip area, greater cell tower coverage, Fiber-optic internet service, cable coverage, Satellite up links..So that even the remotest location in the Nevada "wilderness" will be able to do business in the global economy..

15. Free Beers for Nevada. (Not Really) but Bob Beers is an old school McCarthy/Wallace bean-counting tightwad who wants to hold Nevada back from those "evil Californian left coasters ruining Nevada"; who are fleeing the Smog, the high cost of living, the high cost of doing business, and all those people who run own and control everything in the entertainment industry (and international banking cartels too?) who are corrupting and poisoning the hearts and minds of ameircas youth, causing all the social problems that a little more parental attention would go a long ways towards solving.
And every other narrow minded, bigoted xenophobe conservative dittohead like him too...Not everyone has the luxury of growing up in a 2 parent normal nuclear family, like I was blessed by, and not everyone wants to walk the straight and narrw- the wild side is more fun,and you only live once... I suspect that Bob Beers, with his dislike of the California/ hollywood lifestyle may be harboring latent anti-semitic sentiments that he is either conscious or worse- unaware of.
Wake up BOB!- smell the columbian coffee, grown by those hoards of little brown men- Juan Vladez, and his non-english speaking, taco grubbing, pot smoking, coca chewing burro riding buddies, and tequila distiling pal Jose cuervo, and Jesus and Maria, changing water into Corona, dos equess, , and Modelo beer.
Its a global economy- I'm not exactly thrilled, but even dinosaurs like you and Harry callahan have to adapt, or extinct. The changes this world has gone through in the last 46 years- from monkeys in sputnik to men in space stations; from commodore64s to laptops with more computing power than all of america in the 50's. and the Internet- with the ability to help orchestrate a Governors campaign of a big-boobed asian porn star from a running joke in page 7 of the local bar guide magazine to a global News story on the APwire "NEVADA GOVERNORS RACE WIDE OPEN", from 2100 miles away with a university public access computer terminal, and a bookbag (see what a public school education can do for you?) Only in 21st century america. And I figure I have at best another 20 years ot go...Imagine the possibilities...
Any way- everybody. chew on this- and see what you can spit out- its only a 3rd draft; subject to voters approval, and revision. Yes- it may cost some money; but think of it as an investment in your childrens future- surely you dont want toscrimp on a few dollars and shortchange your childrens future? and dont forget- how are you going tofinance your reitrement when all the jobs are no longer in america? A small price to pay indeed. Look at the benefits of the Manhattan projcet- the moon-shot? the space program. The North Koreans, and the "goat-ropers" are all gunning for us. be ready and win, or lose, and die. makes it a no-brainer, dont it?
But if even Steven Spielberg could forgive Oscar Schindler, then perhaps there is hope for the BOB Beers and Mel gibsons of the world...Repent of your sins, and god will forgive you...
