I think a complete AUDIT of the voting rolls would be in order- to ascertain which voters and how many broke the law-intentionally or "inadvertently"- typically the poll workers are the same from year toyear.. AND "in the future"? well how about the PRESENT"?- so we are stuck with 4 more years of the same; when it may be an invaldidated; discredited primary election; and general election?DUDE- MR HARDIN- thats inexcusable..- WHEN IN DOUBT- BETTER CHECK IT OUT.. like theres plenty of cash to do so- maybe having the GOP/ACEB; etc have to spend all that extra cash here in fort wayne- will be incentive to take extra measures to prevent these sort of foul ups IN THE FUTURE?

David C Roach by the way- "tommy ; timmy and lizzie; and betsy"- when will there be a transcript of these proceedings? is there a video taped record? video cameras are sooo cheeaap these days.. surely the ACEB; and COUNTY GOVT can afford a few dollars from one of its many slush funds- to find a way to bring the ACEB into the 21st century?you would think... sigh.

Special election to correct errors likely in Woodburn
Republicans allowed to vote for Democrats; both parties support redo

It appears Woodburn Mayor Richard Hoeppner didn't win renomination May 5 after all.
Because of an Election Day snafu in which would-be Republican voters were allowed to participate in Hoeppner's Democratic primary, the Allen County Election Board on Friday was expected to authorize another vote to correct the error, possibly as soon as next week.
"We're in the process of setting up a new election," said Sam Bolinger, attorney for Ryan Reichhart, who received 59 votes to Hoeppner's 71 earlier this month. Reichhart challenged the results in Allen Circuit Court May 15, claiming that because no Republicans were on the ballot, GOP voters would be allowed to participate in the Democrat primary instead..
Representatives of both local parties said that never should have happened and support a second taxpayer-funded election in the northeast Allen County town.
"(The vote) was mishandled, and this is the only way to protect the process," said Jack Morris, deputy chairman of the Allen County Democrat Party.
Republican Chairman Steve Shine, who supports the placement of candidate names on the ballot even when they are unopposed, as was the case in Woodburn, said the new election would correct the "blemish" of Republicans voting for Democrats. That's especially important because two of the affected voters are Republican office-holders who as "registered Democrats" would need the party's permission to seek re-election.
In the lawsuit, Reichhart stated he believes "there were ... 49 declared Democrats in the poll books (and) 43 declared Republicans . . . conduct (that) would make it impossible to determine which candidate received the most legal votes cast ... (and) undermined the integrity of the election and the trustworthiness of its outcome."
Reichhart also stated that Republicans were at first told they could not vote but were later told they could vote for Democrats after Hoeppner's wife, Naomi, spoke to polling officials. Naomi Hoeppner stated that the Allen County Election Board said it would be OK, the lawsuit contends.
Indiana has "closed" primaries in which voters must declare a party and select candidates from only that party. In addition to working for a construction company, Reichhart has also served as a Woodburn firefighter and police officer. Hoeppner has been involved in Woodburn's government for 16 years.
Joseph Kelsey will be the Republican candidate for mayor in November.
Allen County Director of Elections Beth Dlug would not comment on the possibility of a special election, but said the revote should cost no more than $2,000, and that state election officials have said Woodburn would be responsible for the bill.
Hoeppner, meanwhile, acknowledged the vote was mishandled and supports the special election. He said he is taking nothing for granted, calling his earlier narrow margin of victory over a newcomer "a slap in the face."
"You never know about politics," he said.

The Allen County Election Board Friday voided the results of Woodburn's May 5 Democratic mayoral primary, clearing the way for a special election Aug. 4 to correct errors officials say made it impossible to determine the winner.
Runner-up Ryan Reichhart challenged the results in Allen Circuit Court May 15 after receiving 59 votes to Mayor Richard Hoeppner's 71. But election officials conceded Friday that 81 of the 130 people voting did not request a Democrat ballot. Because there were no Republicans on the ballot, election officials allowed people requesting a GOP ballot to vote for Democrats instead.
If ratified by the court, the election would be funded by Woodburn and is expected to cost about $2,000.

Ballot mix-ups in Woodburn prompt special election
ALLEN COUNTY, Ind. (WANE) The Allen County Election Board is asking a judge to grant a court order for a special election in the town of Woodburn.
Confusion over the primary election ballots for mayor has made it impossible to determine who won, according to Allen County Election Board Chairman Tom Harding.
The confusion may have happened because there was no Republican challenger on the Republican ballot and some of those voters were allowed to cast a vote on the Democratic ballot.
Harding said of the 130 votes for mayor, 81 were cast by people who originally chose to vote on the Republican ballot.
Incumbent Mayor Richard Hoeppner ending up winning the primary 71- 59. His opponent Ryan Reichhart challenged the results, and Hoeppner agreed to the special election. The board also agreed because the difference in votes was so small, with no way to tell which votes were valid.
Harding explained that the error wasn’t due to a machine and he doesn’t think any of the poll workers meant any harm in allowing voters to vote on the wrong ballot. Harding said, in the future, the board will make sure anyone working at the poll is aware of ballot rules.
Woodburn will have to pay for the special election, which could cost between $2,000 and $3,000. The board expects a court order to be signed after Monday, which would mean the special election would be scheduled for Aug. 4.

WOODBURN CONTESTATION -- As promised last week, I am reviewing the four contestations that have been filed. The first one was filed by Ryan Reichhart of Woodburn. The significance of this contestation was that registered Republicans had crossed over and voted in the Democratic primary impacting the outcome of that Primary race. Fortunately, that matter has been voluntarily and correctly resolved by the Allen County Election Board, whom has agreed to hold a special election to correct the matter.
