i'D LIKE TO THANK ALL MY FRIENDS AT FROST ILLUSTRATED, FOR ALL THE KIND WORDS, AND FAIRNESS, AND DECENCY, AND JOURNALISTIC INTEGRITY THEY HAVE TREATED ME WITH, THROUGHOUT THE YEARS. i AM TRULY GRATEFUL. i MAY BE THE VILLAGE IDIOT SAVANT, AND HAVE PERHAPS DONE SOME NOT-SO-WISE THINGS IN MY LIFE, BUT i HAVE GON E ABOVE AND BEYOND THE CALL TO MAKE THING RIGHT WITH MY FELLOW "BROTHERS, AND SISTERS" IN POVERTY, AND CITIZENSHIP IN OUR HOMETOWN.

I only see the world on 2 colors- green, and gold. we all need money, and have aspirations, and dreams, and hopes and desires, and it takes "green" and "gold" to make it happen. I dont pretend to know of the struggles of my fellow friends at the other side of town, so i just say what do you need done, and try to give the resources necessary- if I was Mayor,or in a position to do so, i would. I hate being poor. TOO!

For far too long, both parties have taken your votes for granted, and then failed to take care of business. I Have some ideas of what works, what doesnt, and for sure what are dubious schemes concocted to line the pockets of special interests, etc.
I've been playing this game MY WAY, for so long, that i kinda dont care, but i truly do, because if I ever get inside the machine, god help the crooked, because they are Toast, I swear. I havent sold my soul to special interests, narrow-minded bigots, and people who profit off business as usual.
Anyway, thank you again, to FROST ILLUSTRATED. THE LONGEST PUBLISHING MEMBER OF THE LOCAL BLACK PRESS. And for all the journalistic fairness, and integrity you folks have practiced, for equality for all. PRIMARY ELECTION SURVEY
OFFICE:
FORT WAYNE MAYOR
YOUR NAME AS IT APPEARS ON THE BALLOT:
D.C. (MR.ROACHCLIP) ROACH
POLITICAL AFFILIATION:
democrat
EDUCATION AND/OR BACKGROUND EXPERIENCE:
http://dcroach.blogspot.com
DESCRIBE THE PRIMARY DUTIES OF YOUR OFFICE:
CEO Fort Wayne City Civil Government. Advocate for the citizens ideas at all levels of local/state/federal governments. An excellent Soapbox to speak for positive change. To listen to all my fellow family, friends, neighbors, residents, citizens, taxpayers, and to find comon ground through effective market research/internet technology , to implement the collective will of all of us.
WHAT UNIQUELY QUALIFIES YOU TO FOR THIS OFFICE?
see compiliation of recent political activites/background/ education, ideas, etc:
http://roach4mayor.blogspot.com/2011/04/reeferendum-roach4mayor.html
If Charlie Sheen, , Donald Trump, and the usual assortment of actors, clowns, buffoons, tea-party types, etc can be seriously be considered qualified for President/Vice President, etc, then I surely should be able to be Mayor of my beloved dysfunctional Hometown. If Sarah Palin Didnt run Alaska into the ground, as Governor of a state with roughly the population of Allen County, then theres hardly any damage I could do worse than the previous 4 or 5 administrations or so. surely anything different is raising the bar? And dont call me Shirley.
I have never thought inside the box. I am a non-conformist/creative innovator; and entirely non-traditional, pragmatic politician. Whatever works, do it. See what other cities are doing that works- copy them. Fix whats broke. Whatever the citizens are willing to pay for, give them what they want. customer service. I have no Agenda. I'm a merely a mirror. the collective consciousness of all our friends, neighbors, citizens, residents, taxpayers is most assuredly more accurate than the stubborn dogma of one man in one high office. Democracy works...for all of us.
WHAT IS YOUR MAIN PRIORITY FOR THIS OFFICE:
To Advocate for the Legalization of recreational Marijuana, like in California; and to use the assuredly tabloid media/ late night tv entertainment "Machine" to put fort Wayne "on the map", as a cool place to come party, live, AND raise a family. First- do no harm. Dont waste my/our tax money on stupid things. To prove that social liberalism is good for business. To not screw up things worse than they already are. This should bring good well-paying creative class jobs to the city, and slow the brain drain exodus of our 18-34 young people who we need to keep all OUR HOMETOWN growing.
WHAT WOULD YOU DO TO IMPROVE THE FUNCTION OF THIS OFFICE?
where to start?.I cant do worse... Total on-line transparency of all public records to the greatest extent possible, especially our Police Department. They work for us, and the city govt works for us. theres no reason why simple requests should need to be FOIA/ Indiana open records requests. a simple short paragraph of what you want , and to sign for it, to show compliance. that would go a long way towards empowering citizens.
I would Fire the Police chief, and retire as much of the Command Staff as possible, and make sure they meet minimum health fitness requirements. I am personally aware of many abuses of police power/corruption/ harassment, and they all need to go. I would replace them with as many high ranking, retired/ reserve/guard military veterans as possible, so as to put their valuable skills, and military experiences to use.
Ditto for the Fire Chief, and all other "cabinet level" positions. I want my own people in these highly visible jobs, and will cut all ties with the cronyism, nepotism, and business as usual past.
I am compiling a list of who would stay, and who would be replaced, and who i would hire/appoint, based on my long time residency here in my hometown, and who is competent, and who isnt. And diversity would be paramount.
I would seriously reform neighborhood code, and the Alliance, and most other departments that arent working as they should or are to be blunt, pissing off too many citizens, due to bureaucratic rigidity, or stupidity, or corruption.
I would buy an armored Hummer for post 9-1-1 safety /security protection of the Mayor. You wouldnt ask the president, or the governor to drive an unprotected vehicle, in light of many incidences of domestic terrorism against public officials, would you? A kidnapping, or assassination would be assuredly embarassing to the city.
I would also have a security detail/bodyguard attachment of former Navy Seals, or such to provide additional security. You can never be too careful these days, and its a small price to pay for piece of mind.
In short, I have been carefully observing, and gethering intelligence on the way things are don in this city, reading the budgets, diligently watching city council proceedings, and so on, for 20 years, I know what needs done, and what need fixed, and i'm going to do it, nomatter what. the citizens deserve better, and what we've been doing isnt working. where are all the jobs? Indiana has lost 1 entire congressional district, and i will do all i can to amek sure its not fort Waynes fault.
And I most assuredly wont pursue any stupid schemes to blow the legacy trust find money on stupid neo-conservative privatizineg, ignorant tea-party BS. the money will stay in the bank, or be highly collateralized, so it isnt wasted.
Sell off/lease the waterworks/ sewer plant? over my dead body. "clear the rivers, and frontage, for private development, as one stupid bimbo GOP candidate has proposed? not on my watch, sister. Bust up city unions, or foul up the smooth running Departments, and bargaining units of city government that are like clockwork? heres no way in hell.
I will find a way to keep all the public parks, pools, recreational activities, and operations and maintenance funded to the high levels of service that the citizens expect.
I will tax the wealthythrough the maximum property tax levy possible so they pay their fair share of keeping our community to the highest standard, since they reap the most benefit from it. if they dont like it, they can move, or grow the tax base. got any better ideas? lets hear them?
I will re-name citizens square "Harry Baals City Hall" , because look at all the fun that america had, and success it had in marketing Our hometown. Stop in, while you are passing through, take your pictures out front, with the signage, and show your friends. that is so simple its genius... silly? stupid? yes? but fun, and thats waht we want the world to think ofus as. Not ultraconservative, tightwad, pennywise pound foolish skinflints, that are stuck in the 50's- cold war/mcCarthy/bircher? family values mindset, of a extinct history. times change. so should we.
and lastly, for the purposes of this survey, I will use the best Market research technology to gather information from my fellow citizens, compile the information, and then do what we all want to make OUR OWN Hometown better.
the "X" in "X_WIRE"? perhaps one of many inspirations...

US attorney: Drug rings broken up
Lengthy operation led to 40 indictments, 36 arrests.
By Elbert Starks III
of The News-Sentinel
Just when drug traffickers and dealers might have begun to think Fort Wayne was ripe for the picking, along comes U.S. Attorney for the Northern District of Indiana David Capp, a classic killjoy.
In a news conference Monday at the E. Ross Adair Federal Building, Capp – flanked by representatives of the Justice Department, FBI, Allen County Sheriff Ken Fries and Fort Wayne Police Department Chief Rusty York, among others – detailed the results of a lengthy operation against what he termed as “two fairly distinct conspiracies to bring drugs here.”
Some of the raw numbers from the combined operation of law-enforcement agencies:
♦Forty indictments handed down, with 36 people arrested.
♦$250,000 in cash seized.
♦26 firearms and 13 vehicles confiscated.
♦Two drug shipments intercepted with 5 kilos of cocaine worth as much as $200,000 taken.
♦25 search warrants executed.
♦10 federal wiretaps approved and executed.
Capp said the operation began in February 2010 when the FBI used confidential informants to make controlled purchases of powder and crack cocaine. Jarvis T. Buchanan was identified as an alleged drug supplier, which led to a court-authorized wiretap of his phone in October 2010 – no small feat to maintain, said Capp.
“These drug organizations are sophisticated with technology,” Capp said, detailing how cell phones could be used for as little as two weeks before being discarded, making it difficult for law-enforcement agencies to gather information.
The wiretap led to more wiretaps, with law-enforcement agencies piecing together trafficking operations that allegedly had cocaine, heroin, methamphetamine and marijuana brought into the country from Mexico to California before ending up in Fort Wayne, Capp said.
Capp identified 27-year-old Silvestre Castaneda, of Fort Wayne, as an alleged major player in one of the conspiracies, while 32-year-old Alejandro Luna and 39-year-old Charley J. Gonzalez III, also of Fort Wayne, were alleged to have major roles in the other conspiracy.
Capp praised local law-enforcement agencies' efforts against the operations, citing the “sophisticated techniques, including wiretaps” that were used. He said one of the most significant developments was “the level to which we have been able to penetrate these organizations.”
“We were able to dismantle or disrupt these groups,” Capp said. “What this investigation allowed us to do is understand how large quantities (of drugs) get moved.”
Search warrants were executed April 12-13, according to a news release from the Department of Justice, with the 36 arrests made during that time. The cases will be prosecuted by assistant U.S. attorneys assigned to the Northern District's office in Fort Wayne.

David Capp, U.S. attorney for the Northern District of Indiana, announces 36 arrests stemming from a federal drug task force on Monday.

U.S. attorney says 3 drug rings broken
‘Massive takedown’ gets 36 arrests, 40 indictments
Rebecca S. Green
Flanked by local law enforcement and federal agents Monday, David Capp, U.S. attorney for the Northern District of Indiana, proudly announced the recent round of arrests generated by a federal drug task force.
The 36 arrests, stemming from 40 criminal complaints or indictments, constituted a “massive takedown” of a transstate drug trafficking ring that Capp said shipped large quantities of cocaine and other drugs into northeast Indiana from Mexico and California.
The focus of the investigation was 31-year-old Jarvis T. Buchanan but as investigators listened to phone calls and conducted surveillance, eventually three drug trafficking rings were uncovered and its members indicted, Capp said.
The different drug trafficking conspiracies were distinct, Capp said.
Court documents indicate that at various times, the three conspiracies, or rings, overlapped with one another in the business of drug dealing – including cocaine, heroin, methamphetamine and marijuana.
Indicted along with Buchanan were Jermorris Sewell, 27; Antonio Sewell, 29; Damon Porter, 31; Jose Soto, 28; Willie James Brooks, 47; and Brenna Underwood. All were from Fort Wayne, according to a release from the U.S. Attorney’s Office.
The second conspiracy involved Silvestre Castaneda, 27, Pedro Castaneda, 37; Osiris Espinoza, 30; Maritza Castaneda, 29; Alejandro Montoya, 43; Florencia DeLuna, 29; and James Thomas, 63. All are from Fort Wayne except for Maritza Castaneda and Montoya, who are from California; and Thomas who is from Dayton.
The third conspiracy involved Charley J. Gonzalez III, 39; Billy Gonzalez, 33; Alejandro Luna, 27; Augustine Luna, 32; Joseph Luna, 34; Narciso Soto III, 29; and Antonio Angel Ray Flores, 23. All are from Fort Wayne, according to the statement.
Other people were indicted individually, or charged individually, accused of having a role in the drug trafficking operations.
Area law enforcement officers intercepted two shipments of cocaine, totaling 5 kilograms with a street value of $150,000 to $200,000, Capp said.
Investigators obtained 10 federal wiretap warrants throughout the course of the investigation, which began in early 2010, Capp said.
The investigation became public last week when 25 search warrants were served throughout Allen County, 36 people were arrested and court documents were unsealed.
While some of the court documents uncovered last week by The Journal Gazette said at least one person had known ties to a gang, the Authentic Mexican Gangsters, Capp said he could not comment on any gang involvement in the drug trafficking rings.
Capp said the number of people charged and arrested was important, not just for northeast Indiana but also for the entire northern district of the state.
But what was also significant was the level to which the task force was able to penetrate the organizations, enabling law enforcement officers to get a number of dangerous individuals off the streets, he said.
Assistant special agent in charge for the FBI’s Indianapolis office, Tom Gancarz, said the arrests marked the largest to date, statewide, for any Safe Streets Task Force.
He thanked the local agencies for giving the task force everything it needed for a safe take-down of the criminal organizations.
The Safe Streets Task Force, announced locally in May 2009, is made up of FBI agents, working alongside officers from the Indiana State Police, Allen County Sheriff’s Department, Fort Wayne Police Department and other local law enforcement agencies.
The collaboration between the agencies is welcome, said Fort Wayne Police Chief Rusty York.
“The federal system brings resources we don’t typically have,” he said.

did you know theres 2 partys in allen county? well, one active, and one loser party. Nevertheless, Mayor Henry is fairly useless, IMHO. Where are all the jobs? he's muddled along, for 4 years and was elected largely to prevent the ultraconservative lunatic fringe from gaining a foothold infort wayne, and imposing all kind of nutjob laws, and rules, which assuredly would kill jobs, and turn fort Wayne into a kool-aid drinking cultist paradise.
The mayor is also stands accused of illegal conduct, as a councilman with respect to his and his wifes illegal gambling operation- cherrymasters fall under RICO statutes, same as all those drug lords just busted, and many of the same Rico conspiracy /tax evasion/ etc laws apply. Citto for the rest of the Henry family saloons, and dives( by definition)
these laws are higher than simple misdemeanors, and class D felonies, both of which render Mayor Henry ineligible for office.
Present state election laws are laughable, and a mockery of secret ballots, and the way criminals get re-elected makes me sick. thus my making a "mockery of Democracy"- vote for a Stoner, who will do everything possible to legalize marijuana, through law changes, or other means, that i have well though out. We have to cut the nuts off the cops, and their post 9-1-1 police state, and legalizing recreational marijuana will drive them bat- guano crazy.
anyway- the Mayor is guilty circumstantially, and hard evidence/paper trail, and should be kicked to the curb. now, or november. whatever.
